Rob is an accountant by profession; he previously held chief executive positions at the London Borough of Barking & Dagenham, the Improvement & Development Agency (IDeA), and the UK Border Agency.
He was appointed Chief Executive of the UK Border Agency in September 2011, responsible for border and immigration operations and operational policy with 25,000 staff and £1.8bn budget which included the overseas visa network.
At the IDeA he led local government’s response to the government’s agenda for greater self-regulation and improvement. Working across Whitehall he supported policy discussions between the new coalition government and local government.
Prior to this Rob was chief executive of Barking & Dagenham council. During his tenure, the council received top ranking from the Audit Commission and the LGC award for Most Improved Council of the Year in the 2008.
He is a well-known commentator and writer on public service reform and modernisation across the public sector.
